The hierarchical evaluation method is a methodology for structure, measurement and synthesis that has been applied to a wide range of problematic situations. It consists of 3 basic functions, complexity structure, proportional scale measurements and synthesis. The principles on which hierarchical evaluation is based are decay, comparative judgments and hierarchical synthesis. It consists of 7 basic pillars and uses the basic scale and comparisons as well as grouping and extending them. Then we have the instructions for selecting the distribution or the ideal function as well as the application of the method. a comparative analysis of municipal solid waste systems in the case of Krakow.
