Summary

In today's society, the interconnectedness and interdependence of states combined with the rise of terrorism, the technological revolution, illegal immigration and the economic crisis have led to the emergence of new forms of war, most notably hybrid warfare. Hybrid warfare is not a pioneering action. Hybrid threats involve a wide variety of actions, and in particular some of them are terrorism, immigration, demographic challenges, piracy, corruption, national conflicts, cybercrime, organized crime and the security of energy sources. They are now an integral part of business planning and execution. Undoubtedly, the emergence of hybrid war does not necessarily mean the end of conventional warfare, but is a factor leading to a reshaping and an improvement of the defense planning of states and security organizations in the 21st century, as the consequences, if not properly addressed, serious.Greece, due to its geostrategic position, is in a difficult position to prepare in order to adequately cope with the hybrid threat. For a long time, Greece came and continues to this day to face various problematic situations, which blatantly threatened its evolutionary course. The constant influx of refugees and illegal immigrants, the timeless threat and the expansionist aspirations of the northern neighbors combined with the weakening of key power factors such as the economy, population decline, diplomacy and politics, make it necessary to continue to serve the high strategy of the country.It is necessary, first, to delimit the existing hybrid threats in order for the country to gather all the necessary measures to deal with them and then the strategic planning of the way in which it will manage them, but also how it will learn to operate better and safer. new reality. Of course, it should not be overlooked that the hybrid city may be a field to which it must develop appropriate initiatives to restore the balance of power in the region.The issue of immigration has reached global proportions, being an important threat to the internal security of the areas where it is actively involved. In times of tension or crisis, immigrants' reactions or behaviors can in no way be predicted, events which are clearly a hybrid threat to the country's national security. For many years, Greece has been receiving large migratory flows, which are a large and unbearable burden for the benefits it can cover and support. Both the interior of the country and its islands host a lot of people, which often worries and embarrasses the local community.Added to all this is the role of the NGOs involved in the immigration issue in order to help the current situation by providing these people with appropriate care on their part. This is certainly not always possible and problems and misunderstandings often arise. NGOs, of course, do not always find the support they seek from the state and there are times when they have been accused of arbitrariness and covert and illegal collaborations.Migratory flows, which have taken place en masse and uncontrollably, are a modern serious hybrid threat, which is not directly related to the apparent manifestation of forms of violence and aggressive reactions. Behind such threats are many interests, collaborations and future aspirations, which can only hit the country and lead it to dead ends. The threat has a long-term character with the creation of national cultural and religious minorities, which with their presence disturb the social peace of the region. National and social cohesion is fostered by the overthrow of demographic balances, the creation of closed social groups and the appropriation of specific areas. The permanent residents feel like they are strangers in their homeland and their suspicion has paid off on a daily basis.It is necessary, therefore, to take effective measures based on which the prevailing situation should be addressed and to stop the continuous flow of immigrants that has literally leveled Greece. The benefits of the country are not inexhaustible and the crisis that has affected the citizens in recent years makes even more urgent the need to strike the right balance.
