The ever increasing technological changes devaluate rapidly any surface technical skills, such as the ones that are part of the so called IT Literacy, The objective now is to focus on sufficiently foundational material with “staying power”. This new approach is termed IT Fluency. IT Fluency emphasizes creativity and the ability to take advantage of Information Technology through, among others, the development of programming skills. This paper presents the approach of the pSkills project to reform secondary education in European countries towards IT Fluency The project relies on appropriate learner-centered pedagogical approaches that exploit modern Educational Programming Languages. It promotes the reform of introductory Computer Science courses in secondary education to make the development of programming skills viable through learning activities that are attractive to both students and Computer Science teachers.
