Summary

Energy efficiency is an integral part of the European energy strategy and the introduction of a sound legal framework is of utmost importance for the success of this policy. The building sector demonstrates great energy savings potential but the lack of consumers' awareness continues to be a barrier to nearly zero-energy buildings (nZEB) renovation in Europe. To this end, the roll-out of smart metering systems may have an important impact as long as it is accompanied with the necessary legislation. This paper presents the interrelation between nZEB and smart meters as well as the potential benefits and pitfalls of the large scale roll-out of the new innovative metering systems in Greece. It provides a critical overview of the current legal framework and a detection of the relevant shortcomings while suggesting the necessary legislative initiatives for the effective implementation of the smart meters roll-out as a precondition to nZEB. Initially, it will highlight the important role that smart meters have to play in the promotion of nZEB and the improvement of electricity market's operation. Then it will focus on privacy and data protection concerns which arise from the use of smart meters and will recommend ways to overcome them. Finally, the paper will demonstrate the case of Greece and how the current legislative framework raises concerns in relation to the effective roll-out of smart metering systems in the country.
