| Content Summary | The transport of hazardous goods refers to the movement of substances that pose risks to human health and safety. Therefore, it is essential the compliance with the legislative provisions that guarantee their safe handling and transport. This multidisciplinary research explores various facets of road transportation of hazardous materials and aims to enhance safety and efficiency in transportation through the provision of insights for policymakers, professionals, and regulatory agencies. The dissertation comprises seventeen chapters covering European and Greek regulations, the role of the dangerous goods safety advisor, training and certification of those involved, exemptions, classification of substances, packaging, marking, labeling, general transport provisions, annual vehicle inspection, and is completed with the revision of a digital tool for roadside inspections of vehicles transporting dangerous goods. This is the Proteas ADR Control tool, developed by Cognitive Ergonomics & Industrial Safety Laboratory of the School of Production Engineering and Management of the Technical University of Crete in collaboration with the Ministry of Infrastructure, Transport and Networks ,within the framework of the European Programs PROTEAS LIFE09 ENV/GR/291 and CHEREE LIFE15 GIE/GR/943 ,with the aim of contributing to the efforts of the competent authorities for more effective inspection of vehicles carrying dangerous substances. | Content Summary | Η μεταφορά υλικών και ουσιών αποτελεί αναπόσπαστο στοιχείο της καθημερινότητας, ωστόσο όταν αυτή κριθεί ως επικίνδυνη ,απαιτείται ιδιαίτερη προσοχή και ειδικό χειρισμό. Για να διασφαλιστεί η ασφάλεια των ανθρώπων, της ιδιοκτησίας και του περιβάλλοντος, απαιτούνται κατάλληλοι κανονισμοί μεταφοράς. Στην παρούσα εργασία θα γίνει εκτενής αναφορά στα επικίνδυνα εμπορεύματα, στην υφιστάμενη νομοθεσία για τις οδικές μεταφορές. Θα παρουσιαστούν αναλυτικά ο ορισμός και οι κατηγορίες των επικίνδυνων φορτίων, ενώ επίσης θα μελετηθούν οι απαιτήσεις φόρτωσης, συσκευασίας, σήμανσης και λειτουργικών διαδικασιών. Επίσης, θα αναφερθούν οι υπεύθυνοι φορείς, η απαιτούμενη εκπαίδευση, τα τεχνολογικά εργαλεία, οι μέθοδοι ελέγχου και τα απαιτούμενα μέτρα που πρέπει να ληφθούν . Θα γίνει παρουσίαση του του ηλεκτρονικού εργαλείου Proteas ADR Control το οποίο αναπτύχθηκε , στα πλαίσια του Ευρωπαϊκού προγράμματος Life+ , με στόχο να ενισχύσει την προσπάθεια των αρμόδιων αρχών να ελέγξουν επιτυχώς καθ' οδόν τα οχήματα με επικίνδυνα υλικά . Έτσι θα επιτρέπεται η εύκολη καταχώρηση των στοιχείων μεταφοράς, ο άμεσος έλεγχος των απαραίτητων πιστοποιητικών , των ποσοτήτων κι η εξαγωγή αποτελεσμάτων με τις παραβάσεις κι τα επιβαλλόμενα πρόστιμα. | el |
