Education is seen as a means of change, with change occurring faster than before. Quality education can ensure the safety, prosperity and prosperity of a nation. The quality of education is assessed through the quality of the curriculum, students, teachers, teaching methods, governance, funding, evaluation and association with other higher education institutions. The purpose of this study is to evaluate Higher Education through the application of the PROMETHEE method to indicators of higher education evaluations in 28 OECD countries. The results showed that the Scandinavian countries and the USA seem to have the best education systems as it emerged from the analysis of indicators regarding access to higher education, educational outcomes / achievements and financial resources. Greece was last in the ranking when all indicators were used while it was last in the evaluation when educational achievement / performance indicators and financial resources indicators were used.
