Each project is unique, however the Project Manager to be qualified needs to have some common characteristics. In this postgraduate thesis the aim is to study the importance of the characteristics of a competent project manager, as well as the degree of satisfaction of a project manager's partners with the characteristics currently possessed by project managers employed with European Programs in the Public Sector. In the theoretical part of the present study, the definition of the competent project manager is given, according to which, the executive who can understand the importance and determine the influence they have on a project of any nature (e.g. physical, technical, scientific, etc.) parameters such as: a) the duration, b) the financial resources, c) the human resources, d) the legislation, e) the area of implementation and operation of the project, f) the season of the project , etc. it is called competent. In the empirical part of the study, the degree of satisfaction with project management characteristics is assessed, as well as the role of various factors that influence the effectiveness of a project manager in a sample of Public Sector employees employed with European Programs.
