Summary

Although shipping exhibit lower rates of CO2 emissions compared to the land transport, the absence of measures to tackle greenhouse gases combined with the impending increase of international trade inflate the amount of pollution from shipping. Therefore, it has become imperative for implementing measures designed based on the specific characteristics of the marine industry to tackle emissions from shipping. The international community, through the activities of international organizations, governmental coalitions and industrial associations have got into a design practices and measures orbit that will be included in the mandatory implementation of an institutional framework for combating climate change. Our main goal through this academic assignment will be to present the current situation of the Shipping Industry and its contribution to Greenhouse Gas effect through statistical data provided by scientific approaches as well as future assumptions related to this matter. Future estimations reveal the necessity of shipping industry to be regulated over the greenhouse gas emissions by vessels and the main goal will be elimination of the effect of global warming future. Rio conversation of 1992 and Kyoto Protocol constitute the primary official proposals of Global Community that shipping industry must be included in the regulations regarding the control of GHG emissions, and presently under the scope of latest estimations for the future contribution of shipping, the provisions of these conventions need to be applied under the supervision of International Marine Organization(IMO). Further analysis of the regulatory framework has been included in the sixth annex to MARPOL 73/78 (Annex VI) with list of proposals and evaluation of efficiency of proposed technical, functional and market based measures. Then becomes an analysis of market-based measures, with a preponderance of Emission Trading System-ETS and tax on fuel, and operational measures by analyzing the measures to optimize the energy efficiency of vessels and consequently their emissions. Indicate the position of Greek shipping and action towards control measures provided by the IMO. Finally, taking under consideration all above mentioned factors, we will come up with some conclusions of researchers through the positive and negative aspects of each proposal on the effectiveness of the measures.
